Mercury will be closer.

It doesn't depend on where planets are in their orbit. If you compare the average distances between Earth and Venus and Earth and Mercury, the Earth-Mercury distance is smaller. Mercury has a smaller average distance to every other planet, too, because it is so close to the sun.
