To keep their audio manipulation technique on Cher's Believe a trade secret, producers Brian Rawling and Mark Taylor told interviewers they used a vocoder. They didn't. They used Antares Auto-Tune. Among the many songs that have used it are Eiffel 65's Too Much Of Heaven (2000), T-Pain's I'm Sprung (2005), Kanye West's Love Lockdown (2008), Britney Spears' Womanizer (2008) and Travis Scott's Sicko Mode (2018).
In 2019, Antares engineer Andrew Kimpel explained the difference between the vocoder and Auto-Tune. In 2023, Andy Hildebrand won a special Technical Grammy award for inventing the Auto-Tune.

Probably half the songs on the radio use autotune. But the degree to which it's used gives different effects. The Cher song intentionally uses a lot, as do some Kanye songs (among others). A small amount of autotune makes the singer sound somewhat natural, with perfect pitch.
It can be used in a live performance, to make it seem like the singer has a better voice than they do. It's especially popular with older performers, who otherwise wouldn't be able to stay in pitch.
