Assuming it came down on it's own, this would be more of an engineering issue or a contractor not following the engineer's specifications (cheaper parts, etc.) issue. Architects make it look pretty. Engineers make it stand ... or not.

Thanks man. You get it!!!!

I can picture it being a sink hole. So that would be in the ‘act of god’ category. I don’t know if a geological / subsurface testing company can even detect where those are likely to happen.

I didn’t read how old the building is, but it seems like its 30 or more years old.
That should probably rule out the structural engineer or contractor.

There’s a slight chance something got weakened during a renovation, but I would have thought that occupants would have noticed some cracks in walls, or doors that got stuck and whatnot.

My money is on a sinkhole.
 
CNN checked the Miami-Dade County property records and discovered the building was constructed in 1981. Surfside Mayor Charles Burkett told NBC's TODAY show, “There’s no reason for this building to go down like that unless someone literally pulls out the supports from underneath, or they get washed out, or there’s a sinkhole or something like that, because it just went down. It looks like a bomb went off, but we're pretty sure a bomb didn't go off."

I’ve read a bit more about the issues with the building.

Somebody‘s in a shit-ton of trouble.
The building has a history of structural problems and the engineers that had done the assessments on it said that were serious issues that needed to be addressed promptly.
