At first I thought it was clearly drones. But then you can see them zoom off, not just turn the lights off. My next thought is that it's a well done fake. My thought after that, aliens.

EDIT: oh, and military test is always an option. That seems far fetched though, why would they do some test right over the city. I'm sticking with fake.

I'm extremely frightened to say that I had the same thought process........

It's aliens!! They move like close encounters. Shutting the lights down immediately taking off seems to be a fake. Regardless is those aliens want to fly over a metro area we'll never catch them.
 
So first we had UFOs over Miami and now the government has actual parts of alien spaceships?
