That sounds like a completely ridiculous and implausible concept, which will never happen. There's a company that's currently trying to take the boom out of sonic booms. That would be the first step. And then they'll stay below mach 2.

This would have to be much closer to the space rockets they've got today. And that would never be practical for a regular commuter route.
