But how many people knew of him and not just his restaurants? His restaurants are famous -- not him.

Also thumbs down on Jean Biden -- never heard of her. Her son would qualify (should he die in 2010).

How about Zinn? I wasn't sure who he was till I read his wiki page. Howard Zinn - Wikipedia, the free encyclopedia I'm familiar with his "A Peoples History of the United States, but must admit I don't read books of that magnitude. Chrissy is much gooder read than I is.

I would say that's a good guideline.
As always, it's open to discussion.

Someone that makes it to the list can be voted off the list too, if a compelling case can be made.

Well, Nightline DID pay tribute to Mrs. Biden.

In many cases, the parents of top governmental figures end up celebs themselves by incident.

True, Glenn Bell was no Col. Sanders, but hey, millions of stoners depend on his restaurants every night for their "fourthmeal".

Yeah, this makes sense. As a for instance, I would consider Dave Thomas of Wendy's fame a celeb but I don't think that I would count the Taco Bell guy. Just creating something huge doesn't make you a celebrity, I don't think.
