Clear Channel has shown no intention of pulling out of their XM partnership. In fact, they appear to be expanding it. If anything, Sirius XM wants out of the partnership, but they already arbitrated that and CC won. I don't know how they can get out of it now, unless buying out CC's piece of the spectrum is possible, but who knows how much that would cost.
The point is, Sirius XM is not going to give them one bit more than the 409.6 kbps they already have.
