Everyone copies, but Samsung tends to copy too closely. Samsung developed a 10" tablet they thought could compete with the iPad at a lower price. The Apple released the iPad 2, so Samsung scrapped theirs and developed a new tablet that was very similar to the iPad 2.

If Apple doesn't take some kind of action they effectively open the flood gates to outright knock-offs.

No, just the ones that almost look identical to theres. They wouldn't have injunctions granted if the facts didn't bear this out. Now they may ultimately lose this case, but generally when a temporary injunction is granted, there is enough evidence for them to become permanent. I think Apple and Samsung will likely have to figure this out- out of court. But who knows?

You seem to think Apple should just turn a blind eye to there intellectual property.
