The way I read that is that it won't likely apply to smartphone will full internet access. It says mobile web and that will be for non-smart phones.

In LA and Tex they have been doing the flat rate mobile to any mobile with unlimited messages. Not sure if they have rolled that out nationwide now or not, but I think they may have.

In regards to the original posters question: Hands down AT&T in my geographical area. Verizon, Sprint aren't even close to having matching coverage and T-Mobile isn't even in the game. We do have a rural carrier here called Cellular One though that rivals AT&T, but they have no 3G data. But for voice and text they actually provide a tad bit better rural experience.

Makes sense given that Sprint has started the ball rolling by charging $10 more for their Smartphone plans. Verison may be keeping their Smartphone plan priced as it is but discounting their non-smartphone plan.
